A DV Lottery photo must be a square 600 × 600 pixel JPEG of 240 KB or less, in colour, taken within the last six months on a plain white or off-white background, with the head taking up 50%–69% of the image height. Glasses are not allowed, and reusing last year's photo can make you ineligible.
How to use the DV Lottery Photo Tool (Green Card, 600×600)
- Take a new photo against a plain white wall — no glasses, neutral expression, facing the camera.
- Upload it, then drag and zoom so the top of the head touches the top line and the chin is in the green zone.
- Download the 600×600 px JPG (kept under 240 KB) and upload it in your entry at dvprogram.state.gov. Repeat for your spouse and each child.

Who needs a photo
You, your spouse and every unmarried child under 21 listed on your entry each need their own photo — even if they don't plan to move with you. You don't need one for a spouse or child who is already a US citizen or green card holder.
Mistakes that can make you ineligible
- Reusing a photo from a previous year's entry.
- Edited or AI-enhanced photos. The rules forbid photos that have been manipulated in any way. AI photo editors and “enhance” filters can redraw your face — use a plain, unedited photo. This tool only crops and resizes; it never changes your face.
- A photo older than six months, or one with glasses.
- A photo copied or scanned from a driver's licence or another document, a selfie snapshot or a full-length photo.
Entry is free
The only official entry site is dvprogram.state.gov, and submitting an entry costs nothing. The State Department announces each year's entry period there. Be careful with websites that charge a fee to “register” you or promise better chances.

Is my photo uploaded anywhere?
No. Your photo is cropped and saved inside your browser and never leaves your device.
Can I use the same photo as last year?
No. The official instructions say that submitting the same photo as a prior year's entry can make you ineligible. Take a new photo — it must be from the last six months anyway.
Do my spouse and children need photos?
Yes. Your spouse and each unmarried child under 21 on your entry need their own photo meeting the same rules. You don't need one for anyone who is already a US citizen or green card holder.
Can I wear glasses in my DV photo?
No. Take your glasses off for the photo. Hearing devices you normally wear are allowed.
Can I use an AI photo editor to fix my photo?
Don't. Photos that have been manipulated in any way can make you ineligible, and AI editors and beauty filters change facial details. Retake the photo instead, and use this tool only to crop and size it.
Is this the official DV Lottery website?
No. Toolwell only prepares your photo. You enter for free at dvprogram.state.gov, the only official site.
Can this tool remove or change the background?
No. It crops and sizes your photo exactly. Take the photo in front of a plain white or light wall so the background is already correct.
